Background

Beginning in 2021, supported by the Energy Foundation China, JHCGA began the U.S.-China Coal Regions and Energy Transition Track 2 dialogues.

These Track 2 (unofficial) dialogues, bring together leaders and stakeholders on the ground in the largest coal-producing regions of the U.S. and China to share new ideas and best practices in energy and just transition policymaking between the globe's two largest economies, energy consumers, producers of coal, and joint contributors of nearly 40% of the globe's CO2.  For the globe to respond to climate change, both nations must lead.

Just Transition Study

The Track 2 Network's work continued in 2022 via a Just Transition Study conducted from August 2022 to December 2023. Focused on U.S. coal-producing regions, specifically Wyoming and West Virginia, the study aims to better understand through research, interviews, conferences, and surveys at state and the local level progress in implementing the just transition for communities and workers impacted by the decline of coal.

September 23 (During Climate Week NYC)

  • Just Transition and Economic Diversification Strategies for Coal-Producing Regions in the U.S. and China

    • Abstract:  For the globe to act on climate, the U.S. and China must lead. In the U.S., Wyoming and West Virginia are the largest producers of coal, the most carbon-intensive fossil fuel. In China, Shanxi is the largest producer of coal, producing around 1 billion tons per year. Put together, Wyoming, West Virginia, and Shanxi represent nearly 25% of global coal production. The transformation of these regions into clean energy producers through new economic diversification strategies can play a critical role in changing the trajectory of global carbon emissions. Building economic diversification is a central pillar that can support good jobs, thriving communities, and a just transition for these coal-producing regions. This dialogue will analyze and explore economic diversification plans, competitive advantages, and future key industries for Shanxi compared and contrasted with case studies, experiences, and efforts underway in Wyoming and West Virginia.

      These dialogues are part of an ongoing U.S.-China subnational network that brings together stakeholders on the ground from the largest coal-producing regions of the U.S. and China to share new ideas and best practices in energy and just transition policymaking.  To participate in this event, please get in contact with the Jackson Hole Center for Global Affairs.

  • Worker Retraining Strategies for Coal-Producing Regions in the U.S. and China

    • This workshop will be focused on workers in Shanxi and the processes, or lack of processes to retrain workers, particularly those in the informal sector, against the backdrop of looming structural changes to coal employment.  Participants with direct experience in navigating these challenges in Wyoming and West Virginia will play active roles in showcasing programs, strategies, and policies in place in the U.S.

本次研讨会将聚焦山西的工人以及为工人,特别是非正规部门的工人再培训的过程或缺乏相应的过程,背景是煤炭就业即将发生的结构性变化。拥有怀俄明州和西弗吉尼亚州应对这些挑战的直接经验的参与者将在展示美国现有的项目、策略和政策方面发挥积极作用。
