Background

Beginning in 2021 JHCGA began the Coal Regions and Energy Transformation Track 2 dialogues.

​

These Track 2 (unofficial), people-to-people dialogues bring together community leaders, workers, and stakeholders from the largest coal-producing regions in the U.S. and China to share regionally grounded strategies, case studies, and best practices in navigating the energy transformation. These subnational discussions aim to support economic resilience, workforce opportunities, and community-driven solutions in coal-producing regions.

Just Transition Study

01

The Track 2 Network's work continued in 2022 via a Just Transition Study conducted from August 2022 to December 2023. Focused on U.S. coal-producing regions, specifically Wyoming and West Virginia, the study aims to better understand through research, interviews, conferences, and surveys at the state and local level progress in implementing the just transition.
